Cheap alternatives: I understand you have already been treated for acne scars. I trust topical benzoyl peroxide hasn't cleared you. Even in a dysfunctional health care system, a systemic antibiotic such as tetracycline shouldn't be cost-prohibitive and might be the best "cheap" option.

If these don't work, visit your dermatologist.

None: Nothing is quick.  In most cases, good skin comes from consistently taking good care of your skin and body (good nutrition). To reduce the reddness don't pick, rub or scratch the pimples; also if the pimple is open avoid putting anything on it that could irritate it further.  In a few days, it won't be nearly as red.

Seek urgent care: This could be an internal staph or strep infection which could become very serious if untreated. He probably needs internal antibiotics and it is important to start as soon as possible, so I advise going to an Emergency Room or Urgent Care Center. It may not be that serious but it may be so I would not take any chances.

Sounds like a bite: Bug bites are mostly a  nuisance, but can cause skin sloughing, local or systemic infection at times.  Watch for a bullseye shape around the bite, darkening skin, heat and continued redness or streaking from the site. Any of those would be a reason to seek professional help.
