Red bumps : Without a picture you can have atopic dermatitis, eczema, keratosis pilaris, scabies, acne, hives, etc.

Depends on Location?: Very itchy rash, progressive worse over weeks and dense in warmer areas of body (between fingers, waist, axilla), consider scabies.  Scabies are little bugs (mites) that burrow under the skin and cause severe itching and little red bumps. They are small and only seen with a microscope. Rarely above the neck, except in infants.Treat w/ topicals cream - quell, elimite, (permethrin) eurax. Is contagious.

Many possibilities: Bumps under the skin could be as a result of different reasons of which could include an ingrown hair, acne, abscess, or an allergic reaction to various things like detergents or soaps or to medications.  Have it evaluated by your physician to get the appropriate treatment.

Allergic dermatitis : Trial a non sedating 24 hr antihistamine over a week and see if it settles. Consult your GP if not settling

Roseola?: Without actually seeing the rash and examining the baby, it is very difficult to say for sure what the rash is. However, in a baby less than 2, if they've had fever for a couple of days and then when the fever breaks develop fine red rash, sounds like roseola (also known as 'baby measles'). If it doesn't fade n next few days, or there are other associated symptoms, then need to see your peds doc.

New lipstick or soap: Often this is due to a new product you are using on your lips or face.  If it is in just one part of your mouth it could be herpes simplex (the virus that causes fever blisters).  Stop any new products, use only unscented products for sensitive skin and if the condition is no better in 2-3 days or is getting worse, get seen by a doc.
