Balanitis: Balanitis is an inflammation of the glans penis (head).  Posthiitis involes the foerskin. It is most often due to a fungus and is  treated with topical antifungal creams.  Ask you pharmacist .  If no improvement, see a urologist.  If painful or involving blisters that rupture, it could also be herpes!

Mild skin irritation: Red bumps in the bottom area are common in children who take tub baths and stay in the water more than usual. A combination of dry skin and some irritation. Usually any skin cream suffices. If it persists and especially if it is spreading u should have them seen by a pediatrician or a dermatologist to get a proper diagnosis and treatment.

Candida: Most likely cause is a yeast called Candida that be treated with an anti-fungal cream called Nystatin, frequent washing with soap and water, keeping the area dry, and changing the diaper often to avoid wetness. See your dictor/Pediatrician to be sure this what is going on, and you are treating the right condition...
