Difficult to say...: Rashes are undeniably one of the most difficult diagnoses without some visual input. Bumps on the buttocks do not sound serious, but certainly seems bothersome. Best idea is to take your toddler to the pediatrician, or at least snap a photo on your phone to ask your pediatrician on the next office visit. Has there been a recent change in bath soap or diapers? Avoid baby wipes for now.

Rash: Always hard to tell without seeing a picture or knowing more info such as if itching.  It can be anything from a viral rash, heat rash, folliculitis, fungal rash, etc.  If not getting better then get evaluated.

Take her to MD: Take your daughter to the Pediatrician(MD)  for evaluation. The most common cause for this issue is insertion of a foreign body into the vagina or sexual assault.

Infection: It could be a fungal, yeast, infection, or possibly a bacterial infection usually caused by staph or strep bacteria. Any over-the-counter antifungal cream a woman uses for vaginal yeast would work for that cause. Quicker diaper changes and gentle cleaning may help. Bacitracin or neosporin twice daily should help if it is a minor skin infection. Call the doctor if not better in 4-5 days.

?Poison Ivy?: It is difficult to know what you have without examination. So, if you can handle it, go see your primary care doctor for examination and treatment. If you do not have health insurance, you can try treating at home but it may be difficult. Over the counter medicines like Benadryl (diphenhydramine) can help to reduce itching. But they can make you sleepy, so avoid driving after benadryl (diphenhydramine) or use it at night only.

Could try some desitin (zinc oxide diaper cream) or A&amp;D ointment with zinc oxide  as it has skin protection and antibacterial/ antifungal properties(zinc oxide).  other alternative are bacitracin as an antibacterial and a topical steroid (first apply bacitracin ,then the topical steroid.
