Multiple things: Go back for follow up and let your doctor take a look as this may be allergic dermatitis, candida dermatitis or a host of other problems that only follow up can uncover.  If necessary your doctor will refer you for a second opinion.

Hives: I assume you're not dealing with insect bites. The cause of hives is often elusive unless triggers can definitely be identified. An allergist.is best to consult for evaluation, advice and treatment. In the meantime try taking an antihistamine like Benadryl (causes drowsiness) or claritin (nondrowsy) for symptom relief.and also to report its effect to the specialist.

How long?: How long have you had this problem and how long does each bump stays around?  If the problem cannot be controlled with antihistamine or lasts more than 8 weeks , consider seeing an allergist.  Does heat, stress, or exercise trigger it?   If so , it may just be a condition known as cholinergic urticaria. Tell us more about your condition.

Tongue papillae?: Everyone has a row of 7-12 large (2-3 mm) papillae across the back of the tongue, called circumvallate papillae, perhaps what you have noticed. Google it for photos to compare.  Entirely normal, not caused by any of the things you mention. No STD is a likely cause of any kind of painless bumps in the moth. But since STDs are on your mind, you're probably at risk, so get tested. Good luck!
