Possible infection: This could be an infected gland in the area. Suggest you use warm compresses or sit in a tub of very warm water and also wash with an antibacterial soap like dial. If it worsens, may need to be drained by a doctor or you may need an antibiotic.

Ingrown hair: Ingrown hairs are common in the pubic area, created by shaving or the friction from underwear.  They can appear as pimple like bumps, occassionally with pus.  Applying warm compresses and washing twice daily with a warm soapy washcloth should help the site drain and heal faster.  See your doctor if symptoms do not improve with these measures. STI would be unlikely.

Warm compresses: Probably a soft tissue infection. Young guys get these because bacteria are able to invade beard hairs.  Put warm compresses on it. If it seems to be a deep infection interfering with breathing (and you will know) or you develop a fever, get seen. If it is not resolving within a week get with your physician.

Cold sores: It is most likely a cold sores.  If this is the first time you have it , most likely you have been exposed to somebody with it. It is caused by Herpes virus. Sometimes treatment is needed esp if it become recurrent.
