Allergic?: Blotchy appearing reddish rashes can occur when the blood flow in the tiny vessels at the skin's surface change, such as in an allergic rash, a viral rash, or in reaction to changes in skin temperature. Viral infections that cause cold symptoms and other symptoms can sometimes cause such skin patterns (fifth disease, caused by a virus, can cause reddish patterns). A doctor can evaluate if needed.

Bleeding: Bruising indicates bleeding into the soft tissues.  Can be from injury, can be from coagulopathy; multiple potential causes.  Sometimes what appears to be a bruise is not actually a bruise at all.  Wise to be seen and thoroughly evaluated.

Poor circulation: You may have a vascular disease (there are many) which causes poor arterial flow to you feet and hands (further points from the heart).   You need to see a vascular specialist.

Hives ?: Sounds like your getting hives (urticaria) under certain conditions . If this itches and you scratch you may cause discoloration some of which could be permanent  . See a dermatologist for eval and possible allergy testing.
