Rabies: Rats generally are not infected with  rabies and have not been known to transmit rabies to humans. . Rabies are transmitted from human to human via transplanted organs or bites. Unlikely to get rabies from touching a healing rat bite wound.

Maybe: A pet rat not exposed to outside animals is not a rabies threat. The wound produced could become infected with mouth germs common to the pet. A good wash out with soap &amp; water can reduce the risk &amp; her tetanus should be up to date. Any sign of increasing redness or drainage from the site should lead to a visit. If the bite was on the web of the thumb/forefinger I would get it examined.

Rabies: Have the dog assessed and if well, unlikely. Also start the dog's immunizations. There are obviously risks. All the best.

Yes unless..: It is likely that you still have adequate rabies virus-neutralizing antibody in your system.  If so (you can prove), you do not need.
Otherwise, you need 2 shots  3 days apart.

This is partly due to the fact that smaller animals attacked by larger rabid predators rarely survive the attack to begin with.
