i have a rash on my elbow and lower arm. it doesn't itch or burn no pus, but they all are black in color. what could it be.

Rash: Rash may be of several kinds, may be eczema, psoriasis, drug induced, may be from contact with an allergen, auto immune skin disease and so on.
If the does not go away with hydrocortisone cream for 5- 7 days, see a dermatologist for biopsy to get to the root  cause.

Rash: Yeast infection is common is areas of the body that  is moist like inner thighs, arm pits. See you physician. If it a yeast infection it will require antifungal topical medication and keeping the area dry.

Don't worry.: Non-specific rashes without other symptoms are rarely worrisome.  Unless he develops fever, vomiting, diarrhea, or difficulty breathing he should be okay.  Most rashes in children are self limited and will resolve on their own.
