Not likely: Allergic reaction to this is not common. An allergic rash would more likely be on entire skin, not confined to arms. Best see a dermatologist.

PCOS does not cause: Rashes. The pill is more likely, but still a long shot. There are much more common reasons for rash; suggest you let a doctor examine you for more help.

Several types of inflammatory conditions of the skin, allergic reactions,  and sometimes bacterial, viral or fungal infections can cause rashes on the skin. Insect bites can also be the cause of a rash on the skin.  Have it evaluated by a professional and get the appropriate treatment.

Is it lightly pigmen: Ted.  Look up tines versicolor.  A combination of Hydrocortisone and lotrimin (clotrimazole) will help many rashes, both fungal and from contact but u have to use the lotrimin (clotrimazole) every day for about 4 weeks to let the skin grow it out.  Go in if it gets worse but i'll bet that will manage it, good luck.

: A hickey is not a rash, but rather brine blood vessels below the skin. A rash is on the surface and can be caused by so many factors. Best bet is to have it looked at by a dermatologist.

Marks: They may actually be stretch marks, those are very typical places for stretch marks and stretch marks can have varying appearances from person to person. Especially if they are not painful or itchy or very bothersome in a physical way, my guess is that's what they are. Best wishes.
