More info.: Large dose of steroid can cause acne.  However the rash may also be just a part of the swollen lips and eyes process which returns when the level of steroid starts to fall off.  I presume that you are on Benadryl (diphenhydramine).

Swelling: Any untoward bleeding, pain, Ora's in your case, swelling, is a red flag being waved by your body that something is very wrong.  Airway swelling (lips, gums) requires immediate investigation.  Please see your GP immediately, or go to Urgent Care.  Your gum swelling may not be related, so a trip to your Dentist is also in order.

i had an allergic reaction to bactrim (sulfamethoxazole and trimethoprim) on 1/11/14 (swollen lips and rashes on abdomen & back arm). i was given doxycycline hyclate. rash became bumps?

Take Benadryl (diphenhydramine): For 1-2 weeks, at least twice a day.  Sometimes an allergy to Bactrim (sulfamethoxazole and trimethoprim) can become severe.  If you develop blisters, red eyes, red lips, then you need to be seen and might need steroids.  The Doxycycline is probably not responsible for the worsening.  Allergic rashes can become worse even after you stopped the bactrim (sulfamethoxazole and trimethoprim).  Good luck.

See a physician /ER : You may be undergoing a moderate to severe allergic reaction to something.  If you have shortness of breath (breathing difficulty). You must immediately go to the hospital for evaluation and treatment.  Otherwise contact your physician and see if you need to be on any medication.

Depends: Whether or not you should go to the er or wait and see your dentist or family md may depend on the cause of the swelling and the degree of swelling. If the swelling is related to trauma with an open wound, go to the er.  Swelling of the lips may also be caused by allergic responses to foods ingested or things that come in contact with the lips.  Your dentist or family physician can advise you.
