Yes: it is not normal. it may be simple like chronic sinusitis or may point to a serious undeerlying systemic disease eg: arthritis , lupus or tB. see an md.

Not usually: Rain or wetness by itself cannot usually make you feel sick. If you have a virus and stay wet for prolonged period the illness can be worsened. An experiment was performed many years ago on people that were kept wet and cold for prolonged periods of time. Some people were innoculated with virus while others were not. Only people with  virus on board became ill.
