Work up: Bruising can be normal if there is appropriate trauma. However if you are not aware of trauma you could have vitamin deficiencies that are making it easy to bruise. Get checked by your doctor to rule out severe bleeding disorders.

Get evaluated: You need to seek a medical evaluation for these symptoms. This evaluation should include coagulation studies.

Difficult to say: the reason why.  You should at least get a complete blood count from your doctor to further evaluate.  If the spots are itchy could be related to an allergic reaction. There are several conditions that can cause this and without any pictures or further information it is impossible to diagnose accurately.

AATD vs bruising: While it's due to a genetic liver condition, alpha-1 antitrypsin deficiency typically presents as a lung problem w/shortness of breath &amp; wheezing, often to point of "premature" emphysema w/o typical risk factors eg smoking. Depends: A single episode of bruising is not usually an issue.  Repeittive brusing in various locations with minimal trauma may represent a blood problem with clotting.  Chronic brusiing in a single location that does not resolve may represent an underling soy tissue tumor.  If this occurs have it checked.

Rashes : Bruising is usually from an impact. It can be from clotting problems. A photo is worth a 1000 words. A rash needs to be seen to understand it best.  Please see a doctor

Aging capillaries.
Thinning skin.
Blood-thinning drugs.
Topical and systemic corticosteroids.
Blood-clotting problem or a blood disease.
Domestic violence or abuse.
Consult your doctor if you 
have unusually large or painful bruises.
