Yes: Many men have a ring of small pin head size lumps all arround the glans penis. These are papillae, actually nerve endings, these are normal. It is not a disease. I have seen many men come to my office thinking these are warts. They donot need to be removed and should not be removed.Zk.

Depends: The soft spot can reflect the pressure on the contents inside the skull. If the kid is laying down, it can bulge some naturally but it would flatten when they sit up. It can also bulge a little if they are crying. If it bulges constantly in all positions, crying or not, it may reflect a problem.
