Get is checked pleas: It is difficult to assess without looking at these spots
It might be due to pressure on the arm, or due to blood problems resulting in reducing number of Platelets (tiny pieces that helps preventing bleeding) in the blood.
Your doctor should be able to check the spots and arrange some testing to find the cause.

Your description: applies to a number of skin problems but  I would "vote for" FUNGAL cause.
Sometimes SPECIFIC TREATMENT  and sometimes ORAL ANTI-FUNGALS are indicated!
In other words get it checked out as soon as practicable by your PCP who may want to refer you to a Board Certified Dermatologist!!!

Bruising : It is just some bruising (blood under the skin) from the iv. As your body breaks down blood under the skin, it changes color and will eventually disappear.
