Needs exam: Without seeing this it is hard to say much. Purple could be bruising from trauma.  It could be a sign of low platelet count or other blood cell line problem.  He needs to have a complete history and physical exam to get to the correct diagnosis. Don't delay!

Best guess is fungus: Skin  fungus infections such as  "ringworm"  present  as  you  describe.  Consider obtaining  an OTC fungicide--ask  your  pharmacist--and  treating  half of the  lesions, say on  the  right side, and  then compare  effect  over  the  next  ten days.  Alternatively see a  physician  or  consult a Healthtap physician  with photographs  showing the  extent as well as  several  close ups for  detail.

Insect bites can also be the cause of a rash or a discoloration of the skin.  Have it evaluated by a professional and get the appropriate treatment.

Can't tell for sure.: Bumps can be lots of things.  It's hard to say without seeing it.  It may be a cyst, or clogged oil gland. Any new bump should be checked by a doc, though.  If pain, fever, increased redness, warmth, get checked asap.

Sarcoma: This would be sort of rare, but certain types of sarcoma (kaposi's sarcoma and angiosarcoma) can cause purple discoloration of the skin.  If it is an early cancer, these can be the only symptoms.  I should emphasize that most purple skin splotches are not cancerous.  If your doctor is suspicious, a biopsy can be helpful.
