Heart rate: Did you ever see a kind of electronic device that was 100% reliable?  There are lots of reasons why the sensors in a device to measure pulse rate could be off.

is it norma to see pulse in wrist, palms and fingers? my heart rate is normal (70) but i can see my pulse in my wrist side of fingers

Unusual: One may feel the pulses in those areas, but it's unusual to see the pulsation. If your blood pressure is not elevated, and if you don't have any heart valvular abnormalities, I doubt any serious problem. If you still have concerns, see your physician for evaluation and advice.

Pulse: I assume you're asking if you can take the pulse rate in the radial artery of an upper extremity of a patient that has an AV fistula in it. The answer is yes but you can get confused if the diastolic flow produces what feels like a double impulse.

ive had periods of shortness of breath, usually after i eat/while bloated.sometimes my heart rate will increase to 100-120 with this.they make me want to sit down to recover.i also sometimes can't feel the "second beat" of my pulse with hand on chest?

After eating: Gastric distension due to gas buildup after meals may explain your symptoms. Avoiding carbonated beverages, caffeine, gassy and oily foods and tying to belch, which causes air swallowing, would be advisable. In addition taking simethicone a half hour after meals prevents gas buildup. Drinking hot(not too hot) water breaks down gas. See a gastroenterologist as needed for evaluation.

Not really: As long as you are feeling ok -- and make sure that you eat well.

when i take my pulse in my wrist, it will beat for 2 seconds but then pause for a second. my actual pulse is 93 and i am scared. will i be ok?

Checking your pulse: Pulse usually beats and the a pulse the another beat. Pause and beat duration depends on the heart rate.

i took my pulse in my wrist and it slowed, cstopped, sped up, stopped again, and then sped up.  is this a damgerous arrythmia? i feel really tired.

Get evaluated: Pls see your dr for a complete physical exam. Your dr can do also an ekg in the clinic if needed. For now, avoid any stimulants like caffeine, get enough rest and sleep avoid strenuous activities.  Hope you get checked soon.

Positioning: It may be related to the position of your arm. A person modulate the pulse by depressing the shoulder.
Wish you good health! - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.

i can feel an see my pulse in my right wrist i have anxiety is this normal i've never felt this before an i am worried?

It's not concerning: When you are anxious, or even during normal times, it can be perfectly fine to see your vessels pulsating in various areas of your body. The next, the inner elbow and the wrist are common areas.
Some will even feel their pulse in their throat or sides of the head. 
These symptoms alone are not a cause for concern.
