Unusual: Brain tumors in general are relatively rare in the general population. For there to be two in one family is unusual. She should have some work-up by her neurologist and a geneticist to see if there is some genetic syndrome that puts her and her family at increased risk for brain tumors.

No, but...: Stress can lead to irregularity in ovulation and thus irregularity in her period.  She should talk to her ob/gyn about her medications and whether she would benefit from an increased dose.
