Yes : A plugged duct can be the trigger for mastitis which is an infectious process. It can start slow but can progress to fever and general symptoms almost like the flu, in addition to breast soreness and redness. The armpit is full of lymph nodes which will swell if there is an infection. Mastitis requires antibiotic treatment. An exam can determine if  that is developing and if the two are related.

Unclear: I'm not entirely certain what you mean by clogged duct but if you have a lump in your breast or armpit, and you are in your 20s or older, you should probably have breast imaging.

The first step in treating a plugged duct is to empty your breasts frequently/completely.

Until it falls out: The advantage of plugs is that they are easy to insert and can be removed if needed.  They help maintain what tears you make but do not add any extra.  The disadvantage is that they can fall out spontaneously.  But it seems that as long as yours are in place, you will have the benefit.

Yes: Yes.  High dose cyclospoine, dhea or other hormonal drops, Lacrisert (hydroxypropyl cellulose) tabs, Albumin drops, autologous serum eye drops, bandage contact lenses, corneoscleral lenses, and much more.  I would recommend seeing an eye doctor with expertise in dry eye.
