Injury: I am assuming this is a fingernail-induced injury. If muscle and lacrimal canals have not been injured, then the wound ought to heal. However, i would suture this wound, to insure that the appropriate tissues coapt well.

Plica: The plica semilunaris  is a fold of bulbar conjunctiva on the medial aspect of your eye or the canthus. This is likely some type of conjunctivitis. Initial treatment would be a warm compress. Your dad may need and antibiotic. Sometimes this can be a sign of a problem with the nasolacrimal duct and that would need care by an eye doctor.

my plica semilunaris is swollen and red.  causing irritation  to my eye but no pain.  are there home remedies as i have no insurance to seek medical ?

Can't be sure: You can try using black tea bags on your closed eye (steep in warm water to activate first, then place over your closed eye- not hot!).  Do this for 10 minutes 5 times/day. Tea has an anti-inflammatory effect and may help.  My concern is for infection so if it does not improve, and certainly if it worsens, or if there is pain on eye movement, you must be seen by a doctor.

: It is not feasible to provide a meaningful opinion without additional history, and physical examination. You may watch and wait, If the lesion is getting better, you may give it time to heal. If it affects your vision, see an eye doctor.
