Infection: Hi, I can recommend you to go to the doctor, so he can check since I do not see a picture of him and if he is infected the doctor will give you an antibiotic with an analgesic if it hurts and if he has already had an abscess It will have to be drained for its resolution

Rash: It's very difficult to diagnose skin rashes without a picture, but it could be patches of eczema (which don't always have to itch).   If it's symmetric on the upper arms, we think of things like keratosis pilaris, which doesn't itch, but can be cosmetically bothersome.   It doesn't sound like an urgent concern, and getting it checked in the next 1-2 weeks should be fine.
