Erythema Toxicum: Nothing to worry about.  "e. Tox" is a very common benign newborn rash.  Leave it alone and it will go away on its own.

Baby acnr: It's normal and the pimples will go away by themselves. The condition is known as baby acne.

Neck lesion: This would have to be inspected by a physician for diagnosis and advice. It could be an ingrown hair, inclusion cyst, simple pustule, wen or early abcess(boil). In the meantime apply warm soaks until you're examined.

Bites, pimples, +: As listed in prior answer about bumps under facial skin, could be either of those. Could also be an allergic reaction to irritant, food, or medication. If they become painful, could be a sebaceous cyst (filled with keratin from a blocked hair follicle) or early abscess (filled with infection/pus). If they are pimples under the skin, it may be cystic acne that can cause scarring.

Stable skin lesion : Bumps under or within the skin have various causes. The most common are dermal nevus and cyst. In general, lesions that are unchanged for years are harmless. Be more concerned if the bump enlarges, crusts or bleeds. Diagnosis is often easy for a trained doctor but sometimes the lesion has to be surgically removed as a precaution.

Infection: It sounds like you have an abscess or infection. Please see a dermatologist to see what is causing it.

It could be: a cyst.  Warm compresses to it 4-5x/day and see if it comes to a head and drains. If not and it grows in size, you may want to have a surgeon remove it..

Cyst: Deeper "pimple" like lesion in this area, that you are not able to express can be either deeper cysts or the opening of one that has formed a hard discolored plug.
