I see that you have been treated for other conditions in the genital area which may make you more aware of what's happening there.  Please simply go back to your doc.  He/she can examine you, answer your question, and give you peace of mind.  If all is well, consider a psychologist if this has become an obsession.  Peace and health.

Penile veins normal: Penile veins are normal on the top (dorsal) surface of the penis.  Varicose veins are not normal on the penis but normal penile veins are often confused with normal penile veins.  Varicoceles are enlarged veins of the epididymis. You should see a urologist for an examination and evaluation.

Leave it alone: You liable to make matters worse with home treatment for a non-existence problem.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.

Probably not: Veins on the penis are normal and can change in appearance from time to time based on a number of factors.  I wouldn't be too worried that these are varicose veins.  If would want to make sure everything is ok, make a visit to your regular doctor.

Since it does not seem to be getting better, a visual/physical exam and potentially may determine the next step.

Whoa!: If you have painful swelling of veins anywhere, that's not normal.  You will need to see a doctor eventually if you're gong to get treatment.  I recommend that you do so at your earliest convenience.

Pain on urination or on ejaculation?  Any urethral discharge? Tenderness over left testicle?
Varicocele generally doesn't cause pain.  
See your primary care provider if you answer yes to questions described above.

ED: Varicose veins do not occur on the skin of the penis. They are just normal veins seen through the thinner skin of the penis. These normal veins have no association with erectile dysfunction nor corpora cavernosal blood flow.

i've a raised vein in dorsal aspect of my penis. it's visible even in flaccid state. sometimes it becomes more prominent. it goes away after lying down. is it vericose vein? what should i do?

: No it is not abnormal. It is the dorsal vein of the penis and is more prominent in some than in others. Nothing to be done. you will be fine.
