May just wait...: The red bump may be still the healing scarring effect after pulling that hair out, which could be related with its corresponding sebaceous gland. If not hurting and not changing in its size, may just watch and see. Of course, it is hard to give right diagnosis for right care without a direct look at &amp; feel on it. If still in doubt, seek evaluation and counseling timely as needed.

Shaving a penis: Probably. But if it becomes painful, swollen or infected you must be seen by your doctor.

Rash Penis: You should go see a doctor. This may be just a simple skin irritation but could also be a fungal infection (very common). Your doctor should be able to differentiate them during the exam and plan treatment for it or refer you to someone if needed to.

after masturabation, my penis has swollen, from the base of the shaft up to the middle. the skin is swollen, red, and very tight. i urinate normally, no discoloration. is this something that will resolve on its own or an emergency?

Maybe normal: This definitely isn't herpes, which does not cause hard white bumps. All herpes lesions change appearance over a few days, from red bump to blister to sore; anything that doesn't change for a few days cannot be herpes. This also doesn't sound like warts; I'm guessing he just has prominent (and normal) sebaceous glands of his penile skin. If he's always had them, forget it. See doctor if in doubt.
