No: Poison ivy on the penis is unusual. Only skin that touches a poison ivy plant or something contaminated with the plant oil would cause this. I suggest sending your boyfriend to the doctor for a checkup. In the meantime, wait on sex until his doctor says he does not have anything contagious.

Poison ivy: It depends upon how recently he got poison ivy.  After exposure the antigen becomes fixed to the skin.  If a few days have gone by and the allergic reaction has developed the antigen can no longer come off the skin and spread. Your can't catch poison ivy from the rash.

See doctor: You may need a short course of prednisone to control the ivy dermatitis which when extensive can be very serious. In the meanwhile be sure to clean up everything which might have contact with poison oak with dish detergent.  As for coughing up blood, this also requires immediate medical attention (not related to poison oak).

Refrain Until Cured: Developing a rash from any of the plants you listed on the penis/scrotum should be treated as a serious complication.  However, assuming he washed before you had intercourse for the first time, there shouldn't be any concern on your part.  He likely will need treatment and i would suggest (for his sake) refraining from any more intercourse until the blisters are gone.
