Dermatitis: I would think that either it is due to irritation from friction or a low grade yeast infection.  If due to irritation due to friction then a moisterizer and avoiding the friction that is irritatiing the glans will work.  If a low grade yeast infection then over the counter Clotrimazole two to three times a day will also work a majority of  the time.

Balanitis: It sounds like you may be having a yeast balanitis, and may also have a bacterial infection on top of this. This could also be an STD, maybe herpes. You really should see a physician as soon as possible to have this evaluated.
