Diagnosis: You're asking for a differential diagnosis of a lesion that cannot be seen. No one is going to tell you "don't worry" unless the can examine you and treat you and take the responsibility for your well being. If you are truly worried, make an appointment with a local oral surgeon who will examine you and possibly biopsy the lesion.

Lymph nodes: Are much easier to feel on children than adults.  If it is not tender, is mobile and doesn't get any larger then don't worry.  If he recently had some type of infection of the scalp, ear, noes or throat then really don't worry.  Normal response.

Lymph node or cyst: A small lump in the neck is usually a 'reactive lymph node' as the result of some viral upper respiratory infection. Lymph nodes are part of a healthy immune system. Another possibility is a sebaceous cyst.  If the 'lump' enlarges or becomes painful you should get seen.

Superficial or Deep?: Have the pediatrician see what he thinks. Children tend to be sick until they are about 10, so lymph glans can be present - good that it is not sensitive. If pediatrician unsure he can refer you for further W/U. From your description a serious problem seems unlikely, but nothing is impossible in medicine. Could be a hair follicle.
