See your physician: If the veins are swollen and visible only on the left arm, there may be blockage of the veins in that arm.  You should get that evaluated promptly

No way to tell: it 'd be best for you to consult a dermatologist unless these bumps have been present for a very short time and have resolved with topical hydrocortisone. The cause of a skin rash is not easy to pinpoint especially when one does not know what it looks like.

See your doc: The low back is not related to the right arm.  The arm is most likely a disk herniation at C5-6 and or C6-7 on the right.  It can be treated with traction,medication and surgery as a last resort.  You can also try injections.

Carpal tunnel?: Pain, numbness, tingling in the thumb, index and middle finger along with hand weakness suggests carpal tunnel syndrome. You should get an electro diagnostic evaluation to confirm the diagnosis.

Multiple options: The symptoms you describe could be from an allergy, a type of arthritis, an infection or a combination. The best doctor to see to sort this out is a rheumatologist. An allergist or immunologist could help as well.

Neurologist: These symptoms warrant an evaluation by a neurologist. Nerve impingement from a bulging disc in the neck pressing on a nerve root or a primary inflammation of a nerve itself are possibilities. Appropriate testing will be performed and will most likely include an MRI of the neck.
