Not to worry: "Children with in-toeing or out-toeing go on to have no limitations in their activities, from simple outdoor games to competitive sports. Therefore, although rotational problems may present some early challenges for children and parents alike, parents can expect their child to live a normal, active, and healthy life". See below: My advice is to see Pediatrician and then Podiatrist. If any neurological cause is suspected, then you will be referred to Neurologist. Sitting in a "W" position actually promotes in-toe( toes pointing inward) by internally rotating hips. The back, hips, knees, lower legs and feet should be examined. This often identifies any abnormalities.

there are 3 bumps that don't hurt, they itch a little and are all spread out . toe of them even have hair in the middle .all on the vaginal area ?...

R/O FOLLICULITIS : Your symptoms sound like folliculitis or inflammation  of the hair follicle. You need to be examined and course of therapy decided. You may need topical and or oral Antibiotics. If symptoms persist or worsen a Cyst/abscess can develop requiring surgical intervention. Seek prompt evaluation.

would a cast work to help new born with slight out toe on right foot ? or any suggestions/feedback can it be fixed ?

: Physical th3rapy and passive stretches are often effective. In utero position of the feet is often crowded, resulting in similar findings. If there is no other problem, the toe should straighten w time.

at what age is muscular dystrophy diagnosed? my 4 yo old has low muscle tone in legs and out toes but rides a bike, jumps, runs. tires easy at times.

See doc: There are several other disorders affecting muscles and nerves besides muscular dystrophy.  See your pediatrician and discuss possible testing that may be done and follow any referrals that the testing then indicates.

Give them LSD: You can't, really.  The shape of your feet, like the shape of your face, is inherited, and part of the fun of being your parents' child.  Pick your parents wisely!  don't waste time on those toe splint thingies.

Foot pain: Could be plantar fasciitis. Could be entrapment neuropathy. Like tarsal tunnel syndrome.

Shoe fitting problem: It could heal in a bad position. This could lead to a fused toe in a bad position leading to shoe wear problems.

45 min ago i  had heavy duty glass bowl fall on foot,  bleeding extremely bad. 2 gashes on vein on top chunk out of toe; still bleeding; how long before i worry. foot went from thumping pain 2 pins/needles and getting cold?

Go to ER: The foot going cold could be indicative of arterial damage.  The symptoms you describe certainly sound indicative of that.  Every second you wait could be resulting in irreversible tissue damage.
