Sunscreen: I will assume you are referring to protection against the sun.  A quality, un-expired, SPF 30 sunscreen applied every hour to sun exposed skin will help protect the skin.  Better yet, long sleeve clothing, hat and an umbrella  would be ideal.  One only needs to burn twice in their life to be at increased risk for skin cancer.  Help your kids develop this good habit.

State issue: Vaccination requirements are set by the states and vary in timing and content.Some states require them for entry into any state licensed day care setting. Private and public universities and other institutions also set their own requirements.I will not allow un- vaccinated children into my practice or into my  waiting rooms.

Probably not: Albinism is defect in coloring pigment of skin eyes and hair. Common complication is vision problems. Skin may also be proned to malignant changes.

Hard to find: Rickets requires a deficiency of vitamin D to extremely low levels.  The usual RDA of 400 u per is designed to totally prevent this condition and vit D is usually added to milk.  I imagine there are a few kids somewhere in the USA with extreme diets (enforced by well meaning parents) or with severe malabsorption problems who might have the condition.  But I have not heard of them yet.

It has been credited with decimating the native american population in the US after arriving with the Spanish. After the measles vaccine was developed, the frequency declined. It is still deadly and still occurring in the US, more now that some refuse vaccines.

It must be your 1st baby, because a more experienced mom would never be so impatient as to ask this question after only 24 hr. Get some advice from a female family member, or take your child to a walk-in clinic (NOT the ER).

Sppech therapy: Does your child have any other problems? 
Has he had a hearing test.?   Does he get lots of ear infections.? Is he autistic ?  If he has not seen a pediatrician then that is the place to start. He can check his ears, his hearing and refer him for  speech therapy.
