Too much.: Overdose simply means you took too much; this can be uncomfortable or dangerous (even life-threatening).  It's important that you always take any medications under the supervision of a trained health professional. Incidentally Novocain is (as far as I'm aware) no longer used in dentistry; because of allergy issues this application was discontinued many years ago.

Most : Most likely, the patient's heart rate increases due to the Epinephrine in the dental carpule, not the actual anesthetic itself.

A dental injection such as 3% Carbocaine has no Epinephrine in it, so there should be no reponse like the one described.

Epinephrine is used in the injection to decrease bleeding at the site of injection for surgical procedures and to make the anesthetic effect last longer by constricting the blood vessels in the area.

Unlikely!: This is extremely unlikely. The dose of novocaine or other numbing medication (local anesthetic) used in dental work is very low. When patients notice side effects during dental work, they are usually related to the Epinephrine that is combined with the local anesthesia to constrict blood vessels and control bleeding. This can sometimes briefly cause a rapid heart rate and a feeling of anxiety.

Give it time: Novocaine is a local anesthetic; it is supposed to make the area numb. Depending on your metabolism and  how much was used, novocaine shots typically wear off in about 3-6 hours. Sometimes novocaine is mixed with Marcaine or another local anesthetic, and may take up to 12 hours to completely wear off. If you are worried, check with the doctor who did the procedure you were numbed up for.
