Doubt it/check it ou: Spots are not specific for lupus, but people with lupus can have different  rashes and not all people  with lupus have hair loss or clinical symptoms.. This  does  not sound like  lupus. You need  dermatology to clarify these spots.

Male hair loss: It  is usually genetic . Minoxidil 5% twice a day  is the treatment of choice . Takes 4-5 months to be effective . Once started , must be continued , if stopped , hair loss will start again .
Biotin may help .
 Shampoos for hair loss &amp; regrowth , once started , must be continued .
Fenasteride 5 Mg 1/4 tab daily works by blocking DHE .( Dihydrotestosterone ) 
May cause Temp reduction in Libido .

Yes: It depends upon the cause and how the hair loss is genetically transmitted from both parents. Some gene only require a copy from one parent, others require one from each parent. Some are sex related as well.

For a man you may get prescription finasteride. 5 mg is cheap & a pill cutter can be used to cut it into 4 parts to take 1 piece a day. 1mg Finasteride (propecia) is expensive. Men or women can get Minoxidil otc. The 2% is nearly as effective as the 5%, but cheaper(about 4$ per month). If you buy the brand rogain it costs more for the same t.
