Depends on family: The amount of pubic hair, body hair, and facial hair a teenager gets (and when he gets it) is mostly genetically determined. That means he will likely follow the pattern of his father and older brothers. So, he should talk to his doctor if his brothers and father had lots of pubic hair by age 16, yet he himself has little or no hair. Annual check-ups are needed for following puberty changes.

Check it out: Appearance of new hair & sometimes body odor is called "adrenarche". Though it can signal that puberty is starting "too" early, it usually doesn't. Some kids, boys and girls, start  this several years before puberty begins for real. Depends on ethnic back ground, family history , medication exposure & general health. Because it sometimes can be a marker of something more serious, talk to his md.

That may be a sign: May be a sign from beyond. A sign that there is no real need nor any mandate to shave pubic hair. The more people who shave their pubic hair, the more pressure there will be upon other people to also shave their pubic hair (and lead to more cases of ingrown hairs and itchy pubises). Since there is nothing inherently abnormal about pubic hair, there is no reason to shave it off. It's just fashion.

1st of all it's : Supposed to be there. Mother nature and biology has it there for a reason. Only our culture has decided it shouldn't be there. You can trim or shave or wax to remove it. But it will grow back. You can try laser hair removal but it takes several treatments and typically makes the hair finer and lighter in color but there is always  some hair.
