Probably: Next choice was designed and fda approved to work up to 72 hours after unprotected sex.  It should work at 70 hours.  Practically speaking, what do you have to lose if you try it and it doesn't work compared to not trying it al all.

No: No, it will not. You may have some abnormal bleeding. If you did not miss any of your regular BCPs, you the morning after pill doesn't really decrease chances for pregnancy any more.

If you develop chest tightness, difficulty breathing, swelling of lips, mouth, throat – call 911.  Notify your doctor if you miss your period or develop significant lower abdominal pain.

I think it is important you reevaluate your birth control plan though. It sounds like you need to start a long term birth control method instead of using emergency birth control.
