Depends on cause...: One's primary care doctor can check for medical causes. If none are found, then one can see a dermatologist, especially one specializing in hair restoration (some treatments: minoxidil, finasteride, hair transplants, ...). Medical causes may include: hormonal problems (low thyroid), seborrhea, alopecia areata, stressful illness. Other causes: genetic male/female pattern baldness, telogen effluvium.

Healthy hair: Get adequate sleep,avoid excess sugar &amp; fat, v carbonated drinks, eat enough protein, exercise regularly. Insure you have adequate Iron (like kale &amp; other dark green leafies), Omega 3 fatty acids (like walnuts),vit.E (fruits &amp; veggies), D &amp; B vitamins, biotin &amp; zinc. Avoid sulfates &amp; formaldehyde in shampoos, excessive blow dry heat &amp; curling irons.

Hair products: I like the hair products without the chemicals or sulfites.   Purology is good.  The best one I have found is sri bella from melaleuca - 
melaleuca stands for tea tree oil which is very healthy for the skin.  They also have a lotion called renew that works well.

Haircare: I recommend avoiding all OTC products that allegedly help with health issues.  Ther is no requirement they be backed by any data or quality control of what goes in them.  BEWARE!!

localized mildly itchy area on very top of scalp for past week. no redness, no inflammation, no flaking. what could it be? no changes in hair care.

Sounds treatable: Try otc use of selsun blue.  Sometimes we have minimal-symptom fungal infections of the scalp that can present like this.  If this does the trick, keep using it for another week beyond resolvement, and for any flare-ups.  If it doesn't work, call your doctor for an appointment for further evaluation.

ive been on depo provera for over three years ive notice hair thinning.  while on depo ive had poor hair care wasnt taking care of my hair.  could depo provera be one of the contributing factors to cause the hair thinning ?

Depoprovera ?'s: Thinning hair may be due to genetic causes (male pattern baldness) thyroid disorders, parasite infection, etc.  Depoprovera is not generally associated with thinning hair. See your gyn for an exam and other testing to determine the cause.

Weak hair?: Do you mean dry, brittle hair?, losing hair?, bald spots?, itching scalp or dandruff?. You should have routine blood tests for metabolism, thyroid function and a CBC to rule out anemia or blood disorders.
