See doctor for eval: The rash needs to be evaluated.  Need to see your primary care physician or a dermatologist who will need to do careful history and Physical exam.

how long and how often can be combiderm applied to cure neck rashes? not itchy. i am very cautious in taking steroid creams but my gp prescribed.

Work with your doctor: Combiderm consists of Betamethasone Dipropionate, Clotrimazole, Gentamicin. Take some pictures of your rash. Then use cream as directed by GP for 2 weeks.
Take new pictures. Compare to prior pictures. If no improvement go back to doctor. Or set up. Dermatology visit. Good luck.

i get jock's itch, facial and neck rashes and itch and dry skin the next day i consume alcohol. what could be the problem? i am 46 years old,on obese side,drink alcohol,say weekly...sugar and cholestrol border line with poor eating, not on medication

Easy to explain: It makes you sweat more and move less while sleeping. I'm glad you're eager to make a change. You're still young and probably vigorous. Head down to the local gym or sports center, let others see that you're working hard on your body, and they'll accept you as a friend and support you in your body transformation. ? jaundice: First, do you have hepatitis, as the "yellow eyes" trouble me.  Is your urine brownish in coloration, is you appetite decreased, are you feverish?  This all needs attention, and the rash is also bothersome, as raises questions of lyme disease, and other infections.  Get to your doctor asap, and, at the least, get a few blood tests.

Fastum: Fastum contains Ketoprofen which is an NSAID.  Washing the area might be of help and then applying a topical Aloe Vera or Hydrocortisone

Food allergy?: You could be allergic to some items of food; the common allergenic foods are egg, milk, nuts, fish, and shell fish. Try to correlate one introducing one item per week and the appearance of a rash. When the rash is limited to neck, think about contact with ornaments or allergic reaction to chemical sprays; the food may just be a co-incidence.

Urticaria: Urticaria refers to a group of disorders affecting adults and children, in which red patches and weals occur in the skin. A wheel is a swelling of the surface skin. 
The skin swelling seen in urticaria is due to the release of chemicals such as histamine from mast cells in the skin which causes small blood vessels to leak. Treatment is with antihistamine or avoidance of the causative agent.
