3 yr old normal speech until tonight. when talking her jaw moves left and right not up and down and she had a slight head/neck jerk. is this bad?

Hard to say: Video this without her noticing what you are doing. Then schedule a visit with her pediatrician to review the video.  It's just too difficult of a question to guess here.  Seeing the video will help your pediatrician decide.  Is this a new behavior? Is it worse if you are looking? Is there a family history of seizure disorder or tics? Does it resolve with sleep?

Start PCP: Start with your primary care physician.  Depending on the history and physical they may refer you for additional diagnostics such as x-rays or an mri.  The next step is usually an orthopedic specialist.

That is : Most probably your external jugular vein seen in certain people you shout, or blow into a trumpet. It means nothing.

However in people who have heart problems or other chest pathology  any little effort even speaking can make those veins on the side of your neck to bulge. To be sure go to check it out, see a professional.

No: A herniated disc has no direct effect on word finding or speech.  In rare cases a large spur on the front of the spine can cause swallowing problems that make talking and swallowing uncomfortable.

Possible abscess: If you have pain with difficulty swallowing, and change in voice need evaluation in er or by ENT to rule out abscess.  Seek care now.

Tension?: Muscle tension, gritting teeth, anxiety or stress can lead to tightness of muscles in neck and shoulders. Muscles contract causing a "feeling of tightness" to occur. Massage, stretching, warm towel around neck and shoulders can help with tension. If feeling persists, check with physician on other possible causes.

was on all fours cleaning my floor. i heard a loud pop come from somewhere in my body, sounded around my chest area. but noticed talking feels a bit different and swallowing a bit difficult. now im not sure if the pop came from neck, what could it be?

Pop in chest : Very interesting complaint. It would be great to try to figure this out, but it requires an in-person examination. A  dramatic change in the spine in the neck may cause this and may sound like it is from the chest. There are many rare things can this can be, like a soft tissue cyst that changed suddenly.
