what can i use for my 2 year old son, he been itching for a long time and has developed rush like marks on his neck...he itches mostly at night?

Eczema?: Do you have family history of allergy? Try moisturizer first at least twice daily and if it does not relieve the itching in about a week you may talk to a pharmacist for to like try hydrocortisone but do not use it for long. Use it as needed. I hope it is not mosquito bite? Cortaid as need would help that too.

Dry skin: Best guess is dryness, perhaps related to thyroid. Would use a good otc moituriser(any type) if not help see a dermatologist to determine if that is the cause.

It : It sounds like you could be dealing with something called herpes zoster or shingles. This is a rash that can be painful and can appear like red blisters on the skin. It is caused by a reactivation of the varicella-zoster virus, the virus that causes chickenpox. 
Otherwise you could be dealing with a dermatitis or infectious process. It is very difficult to say without actually seeing the lesions in question. Please see your doctor right away.

Depends on the cause: There are many things that could cause the skin to itch.  Several types of inflammatory conditions of the skin, allergic reactions, and sometimes bacterial, viral or fungal infections can cause rashes on the skin. Insect bites can also be the cause of a rash on the skin.  Have it evaluated by a professional and get the appropriate treatment.

Many factors: Try to see what has changed -  anew shirt, clothing that touches the neck area, new detergents, not rinsing off the laundry detergent properly, etc.  If persists then seek help of a physician who can help control symptoms while a work up is started.
