See dentist: Or go to the emergency department of a local hospital to see if you need stitches. It will probably heal on its own but possibly with significant scarring.

It sounds like: Melanoplakia -- a pigmentation patch.  It is benign and non-problematic.  Again this is assuming you are not having any pain, swelling etc associated with the discoloration.  Always best to confirm with your dentist.  Hope this helps.

Many reasons: Trauma, ulcer, infection, just to name a few.  Only way to find out is see your Dentist who can do a physical examination, determine the reason, and then suggest the proper treatment.

Swelling: possible causes include, but not limited to, blocked salivary gland duct, neoplasm, draining dental abscess, draining gum abscess, traumatic injury, burn, etc.  Please see your Dentist for differential diagnosis and appropriate treatment.

More info  needed: The mouth is a large cavity with a lot of anatomical parts in it. Where exactly are these red dots? If they are on the tongue and you do not have any symptoms, they may be taste buds.

Lidex (Fluocinonide): For certain types of inflammatory mouth/oral disorders/diseases Lidex (fluocinonide) gel is ok to use in the mouth.  It should be applied with a q-tip and left in place over the area being treated without eating or drinking anything for 30min to 1hr.  It can be used to treat oral apthae (canker sores), herpes simplex,  lichen planus, and other disease that are less common, but very painful.

No: No, Fluoride is not absorbed through the skin inside your mouth.  Some Fluoride may be retained on the surface of your oral mucosa, where it is then available to help re-mineralize your teeth after acid exposure, but it is not absorbed.

Not the same : recurrent aphthous ulcers  and other ulcers in the mouth are not the same. Causes of ulcers are many:
Viral infections, particularly herpes simplex and herpes zoster
Other infectious agents (Candida albicans and bacteria)
Trauma
Tobacco or irritating foods or chemicals
Chemotherapy and radiation therapy.  Cause of Aphthous ulcers is unclear. Diagnosis is clinical. Treatment is symptomatic.
