Hygienically!: Use lots of soap and water to clean, then use a guarded trimmer to cut the hair to avoid nicking or cuts.  Then using a shave cream and safety razor shave with the direction of the hairs.  One could use a depilatory and waxing is available.  Staying dry and clean is important.  After shaving use lotions and creams to avoid chaffing and irritation.

Friction Burn: 2 things that could help. One, you could  use lotion or lubricant to reduce friction when sliding back and forth over the area. You might also, if agreeable to you try to trim the hair in the area (shorter hair will not pull as much) or even try shaving that one little area or the hair so it isn't caught. You could stop masturbating but there's no fun in that solution!

Regardless : Regardless of what i tell you this may be, you need to see a doctor for a definitive diagnosis and treatment. If this happened after shaving then you may be dealing with razor bumps or an allergic reaction. As far as std 's are concerned, it could be crabs. Finally scabies may even present this way. Honestly it is very difficult to say without actually seeing the area in question.
Please seek medical care right away.

1st of all it's : Supposed to be there. Mother nature and biology has it there for a reason. Only our culture has decided it shouldn't be there. You can trim or shave or wax to remove it. But it will grow back. You can try laser hair removal but it takes several treatments and typically makes the hair finer and lighter in color but there is always  some hair.
