i have been waking up with very small itchy bumps on the tops of my feet and ankles. only one or two bumps appear at a time. they look like a bug bite?

Sounds like bed bugs: These are VERY itchy and typically happen as you sleep.  Calamine and or benadryl (diphenhydramine) might help but you need to get rid of the bugs.   Good luck!

It is always: Difficult to make a diagnosis without seeing a dermatological condition. Having said that, i would try moisturizing the skin. There are "drying conditions" that occur at certain seasonal times i.E "winters itch".

Sun rash: solar dermatitis, you are more sensitive or allergic to the sun. Limit exposure and use sunscreen with high SPF. If you are already using sunscreen of course you could be sensitive to it, consider changing to one used in children, hypo-allergenic

Could be a number : Of reasons.....I'd suggest you see a doc for an in person exam. Does the skin look normal? Is there redness? Peeling? Any sign of of skin disturbance or swelling? Are you taking any medications? Or have any medical problems? Ae your shoes new?

Skin conditions: that cause foot itching include allergic contact dermatitis (often caused by exposure to soap/detergent), athlete's foot/tinea pedis (fungal infection) or atopic dermatitis. Medical conditions contributing include liver disease, bile disorders, cancers, etc. Physical factors include moisture, irritants from walking barefoot, dry skin, infections. Try moisturizing steroid cream, ? anti-fungals.
