When you are young,: excess skin does seem to tighten with exercise and healthy eating. If it doesn't I would talk with your parents about see a board certified dermatologist or plastic surgeon to discuss options. But start with exercise and eating right, even a nutritionist perhaps, and then talk with parents

Doubt it: Have you had any recent surgery involving the area? Do you notice any overlying skin changes?  Can you recall straining any muscle in that area? Do you feel or see any mass? If no to all of these answers and pain does not persist or worsen then likely not a problem. If yes to  any answer or symptoms worsen see your primary care doctor.

Need doctor to check: Right abdominal pain in a teen can be from many things. For pain at lower right, appendicitis is always a concern (pain can worsens over time, with fever coming on). If constipated a while, stool can back up to the right side and cause pain. Having too much gas may or may not cause pain (lactose intolerance can cause gas). Liver, gall bladder, or ovary problems can cause pain.

epidermoid cysts

keratosis pilaris

 venous lake.
