: You cannot rub off a melanoma. So this would not happen but if you have a spot that you have concerns about see a doctor and get a biopsy.

Possibly: Any change in a mole needs to be addressed.  Make an appointment tomorrow with your doctor or a dermatologist or surgeon.  This requires a biopsy.

Could be: It could be, particularly if it is asymmetrical in its color distribution, has irregular border, has color variation, and a diameter larger than a pencil eraser.  Get it checked out if it concerns you; a good dermatologist can suggest if this really needs to be biopsied or removed.

See dermatologist: Irregular border and itching are 2 reasons to have a mole examined by a dermatologist. Any change in the appearance of a mole and/ or the onset of itching, pain, bleeding warrants a visit to the dermatologist. These warning signs for melanoma; diagnosis is made with biopsy.

can the area where a mole was previously removed be re-biopsied? anyway to find out if melanoma is below the skin?

Need to examine: What was the result of the biopsy? If there was no melanoma in the biopsy, it is unlikely that you need to be re-biopsied. If you have any concern you may wish to have consultation with the pathologist, along with your doctor, who examined the biopsy. Theoretically the area can be re-biopsied, but it may not be needed.
Have a diet rich in fresh vegetables, fruits, whole grains, low fat milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex.

No!: Only UV light from Sun has been known to cause melanoma.
