No: Iodine may help to clean skin before procedures. Applying iodine to a burnt skin will cause quick absorption and will only cause toxicity and irritation if it's alcohol based or even non-alcohol based preparation. I would not apply it. Use tap water (warm) to clean it up.

A minor burn ...: Would be a 1st-degree burn, such as a sunburn, or a 2nd-degree burn. Both are partial-thickness burns that will heal on their own, given good wound care. Keep the wound clean and apply antibiotic ointment to it until healed. Use simple pain meds, such as Ibuprofen or Acetaminophen for discomfort. If it does not heal or seems like it's getting infected, you should seek medical care.

Antibiotic ointment: For a small 2nd-degree (i.e., partial-thickness) burn, keep it clean with washing and keep it gooped up with antibiotic ointment (e.g., bacitracin, polysporin, (bacitracin and polymyxin) neosporin, triple-antibiotic ointment) until it is healed, which will take a few days to up to 3 weeks. For the pain, use minor analgesics, such as Ibuprofen or acetaminophen. If it doesn't heal or seems infected, seek medical attention.

Bedbugs: Burns don't happen spontaneously. If you are waking up with small, red burning areas at your ankles, i would consider the possibility of bed bugs. Their bites can leave similar lesions. Strip all the covers off and check the creases of the mattress for them. They are increasingly common in the us and may require extermination services.

: Although certainly inhaling a bunch of smoke can cause irritation of the airway and lungs, it generally does not cause cold like symptoms. If the upper respiratory infection symptoms persist, see your doctor. Good luck.
