Needs to be seen: Rashes are very difficult to diagnosis without seeing the rash.  Take the child to her regular physician or another healthcare provider to have the rash evaluated.  If there is milk allergy and/or eczema in her family that would tend to make one or other more likely.  Milk allergy seems unlikely if changing to almond milk did not make a difference.  Picture is eczema.

Don't worry: First don't stress out. Babies get rashes all the time for various very common reasons. Second, why are you giving almond milk? You can stop it if you'd like. This may provide data as to whether or not it is involved. Third, take photos of the rash progression and see the pediatrician because only eyes-on can really determine the type of rash. Could be allergy; I'd sooner blame a virus or eczema.

Rash in newborn: Rash can be form various causes. It could be allergy but you have not stated if the baby is breast fed or formula fed. Some allergens pass thru the breast milk as well ; some babies are allergic to cow's milk proteins in the formula. Rash could be from other reasons as well. Soy based milk: The child' stools may be green because of the iron added to the formula. Diaper rash may be caused by loose stools caused by the soy based milk

Rashes common: I'm assuming your baby is fairly new 
Rashes need to be seen for correct identification
Most of the food sensitivities have intestinal symptoms 
as well such as gas, irritability. 
rashes in very young infants are common and you should see your doctor for a proper visual ID

I wouldn't: There are a number of parenting practices passed down through generations that have no value, including this one.Breast milk is a good feed, that's it. It is amazing that so many of us survived these interesting practices.

Patience: Baby acne is a common and temporary  problem.It usually appears by age 2 weeks and disappears by 3 months. Keeping the skin clean is the major plan. If it persists after 3 months and or intensifies, some normal ace treatments can be beneficial, but the doc should look into unusual hormonal issues as a cause at that point. Water is okay but unnecessary. It won't change the skin issue.

Milia: are tiny white bumps that occur when keratin becomes trapped below the skin's surface.  Most go away on their own and in most cases, no treatment is recommended.  Attempts to treat milia outside of a dermatologist's office can result in infection and scarring.  Some people have had success by using saunas or steam baths.

No good way: Milia usually is deep. It is not easy to squeeze out. It may eventually go away.
