A Drop In The Bucket: Maybe they're worried about too much sugar, unless they are sugarless.In that case, maybe worried about too much Eucalyptus(menthol)--tell that to the Indian chief in his sweat lodge!So,I really don't see a problem unless you're chewing them down by the dozens, which will defeat their rather meager purpose.All-in-all I'd say you could take a few more than that as long as you don't mind your breath

No: Most likely, this is another reason for this blisters. You can use camomile tea for gargling mouth many times per day for 2-3 days. If no better go to the doctor.

Some menthol DOES: Open up nasal passageways; however, it doesn't last very long...Sometimes it's better to use straight saline nasal spray or spray gel, because in the winter, nasal membranes will swell when they are dry.  The saline penetrates the swollen membranes and causes them to shrink,  secondary option might be a nasal steroid.

Likely fine: They are likely not very effective or the taste could have been altered if they are old. Best is to still avoid taking them if the expiration date was a while ago.

No: Ingesting (putting it on the mouth) menthol can be poisonous and even fatal in some cases. 
There have been even reports of infants developing respiratory difficulty and turning blue with the application of menthol containing products near the baby's face/ nose (like vapor rub).
Please consult with your pcp if you are planning to use it in another area of your child's body (i will not recommend).
