Few: With narrow angles, if you are in a darkened room and have circulating any drug with sympathetic nerve effect (adrenalin like), then you could have an acute attack but not likely.  The symptoms of an attack, should one occur, are eye pain, blur of vision, redness of the whites of the eye,  mid-dilated fixed pupil and sometimes abdominal pain.  
Very few drugs are at issue but clear with your doc.

Yes;: If simple pain and irritation is the problem, an OTC cream with cortisone and lidocaine will likely take care of it.  If there is a cut, then neosporin should be added.  These types of meds are widely available OTC. If these topicals fail to work you need a urology consult.

Labs are secondary: Visible lesions here are diagnosed primarily on the physical exam. If the lesion could be syphilis, you'll want labs. If the lesion could be chlamydia / gonorrhea, microbe studies. If it's a visible lesion, consider biopsy. Big lymph nodes? History and physical exam.

is there a specific blood test to detect abnormalities with the penile  blood vessels and arteries? or even for the corporos cavernosom?

No: The best way to evaluate penile and cavernosal blood flow is with Doppler ultrasound. This can generally be done in the office by a urologist

does this mean i have abnormalities but theyre not serious?

My answer: I believe you were informed that you had problems but were not "significant".  I do not quite understand whether you do or don't have a pinched nerve in the neck, and you do not say what body part was CT scanned.  Nor am I clear about anxiety.  Best to sit down with your doctor, be assertive, and have all of this clarified

if a male has had excessive estrogen levels (hormone imbalance) during puberty till early 20s thus less testosterone effect on body, is it possible to re-start penile growth again when levels get corrected with medicine such as aromatase inhibitors?

: Age 22 your growth has been competed and hormone treatment will not make your penis bigger. Incidentally, most men want to be bigger, even though the average size of the erect penis is about 5 inches. (12.7 cm). You may wish to consult a counsellor to address the emotional issues.
