At your age...: At 28, the answer is almost never organic blood vessel disease, unless you have homozygous familial hyperlipoproteinemia. The *vast* majority of such cases are due to stress, lack of sleep, anxiety or other psychological issues. If none of that makes sense, it's reasonable to check a free testosterone level. If you have strong erections while asleep, it's psychological.

This is ED: What you describe is exactly what ed is - the inability to achieve or maintain an erection.  It doesn't have to happen every time.  It is common in younger men to experience ed with intercourse but not masturbation at first for reasons not completely understood.  Medications (like viagra, (sildenafil) etc...) can help, and in younger men are only needed for a short time.  See your doctor for an assessment.

Old wives tales...: There is a great deal of misinformation out there about masturbation, often more closely tied to religious and social values than medical fact.  Masturbation is generally considered a normal part of teen sexual development, and can in fact have some health benefits.  It has not been associated with premature aging, erectile dysfunction, or other male sexual or hormonal disorders or conditions.

Possibly psychologic: Would first reduce frequency of masturbation, if being attempted every day or multiple times per day. Hopefully this would not occur when you are with a partner. Normal for penis to soften immediately after ejaculation. Worrying about ED is inteself one of commonest cause of ED. Suggest consult sex therapist if reducing frequency doesn't help plus you can't stop worrying about it.
