Yes: Prior vasectomy is a common reason for such surgery with excellent success rates in many patients.  Other causes of blocked vas are rare.  Epididymal blockage on the other hand is more common from  std's and other infections.  Surgery to correct this is possible but much lower success rates can be expected.  Subspecialty urology would be the best answer for this type problem.

No: Sperm production may be lowered if the testes is warmed up by the varicose veins . Testosterone should not be a problem

: Most elective Ing.hernia repairs are routine surgery. The complications you mention are rare but may occur as no surgery is 100% fool proof guaranteed. It does not impair fertility or sexual function. Most are done with a mesh but it depends on the hernia and the judgement of the surgeon. Ask all these questions of your surgeon before repair. Hopefully not: Not a typical complication but if the pain occurs always with ejaculation and you have pain at the incision site then you may need to see a urologist or the surgeon who did the surgery for a  more formal evaluation.  There is nothing you can do on your own if this is the case.  The hernia repair may need to be redone.

Fertility: Performed to correct blockage of vas deferens, usually following vasectomy, or epididymal duct. Obstruction to permit passage of sperm. Procedure bypasses obstruction, experts at micro-reconstructive urology believe procure has higher success rate for reanastomosis than vasovasostomy vasectomy reversal.

I believe: the development of MR (magnetic resonance) imaging has enabled the visualization of the vas deferens (there are two). The most natural abnormality of a vas is non-development/lack of it. Or, scarring could have resulted from a surgical procedure to cut them blocking sperm movement, i.e. a vasectomy.  I'm not sure what the indication is for detecting this, but I'm certain your Urologist can help.
