Depends on fracture: It all depends upon the ffracture type of the pelvic bone fracture.........If you only have pubic rami fracture then mostly does not need rehab but id acetabular or any wall fracture or open book fracture then yes, it is good to get the rehab.

Its not safe.: If you can get up and out of a chair or bed without assistance, dress and feed yourself, get to a phone, and run out of your house if its on fire, you can go home.  If you can't do all of these things without assistance, then it wouldn't be safe for you to go home.  If you have someone at home that can help, that changes things, but if they can't lift you then you'll need more full time care.

Probably: If the outpatient therapy is medically necessary and ordered by your doctor, then medicare should cover the cost of it outside of any copays you may have. Usually when someone has a referral for pt, the pt office does check beforehand to make sure it will be covered by insurance.

Yes: But ti depends upon the extent. Some pelvic fractures require bed treatment in others you are encourage to get up and move. It all depends upon severity, the force of trauma and many other fractures. There are very mild subtle fractures and sever life threatening fractures in the very large diverse category of "pelvic fractures".

Yes assuming this : Was a closed fracture and a stable one with your doctor clearing you for physical therapy.  If there was surgery, generally the incision should be healed for 3-4 weeks..

No and Yes!!: No: if there is a specific history of an injury or fall resulting in the Fx; 
Yes: if you have a Fx without any such history, as it would most likely imply your pelvic bone was weak and one needs to determine the reason for that weakness of the bone.
Get yourself seen by your PCP or an Orthopedist to get some answers and allay your anxiety.
